We've heard the saying "practice makes perfect". Here's a nice article that talks about designing something everyday to hone your skills.

This article in Smashing Magazine contains interviews of different artists that have drawn something everyday (or tried to).

Read the whole article and do it. I encourage creating art beyond the shirt design category too!
